The Texas "Cover-Up": Newly Released Bodycam Video Contradicts ICE Claims in Fatal Shooting of U.S. Citizen


 

SOUTH PADRE ISLAND, TX — A year after the fatal shooting of 23-year-old U.S. citizen Ruben Ray Martinez by a federal immigration agent, newly released body camera footage has sparked massive national outrage, contradicting the Department of Homeland Security's (DHS) official narrative of the incident.

The Official Claim vs. The Video: In March 2025, Homeland Security Investigations (HSI) Special Agent Jack Stevens fired three fatal shots into Martinez’s car. DHS initially claimed that Martinez, after being directed at a traffic stop, intentionally accelerated and rammed an agent, throwing him onto the hood. They called it a "defensive" shooting to prevent mass casualties.

However, after a year-long legal battle by watchdog groups, the Texas Department of Public Safety finally released the bodycam footage this weekend. The video shows a vastly different reality: Martinez’s car was barely moving, his brake lights were clearly on, and there was no visible evidence of him striking an officer before the shots were fired.

No Justice, No Accountability: Adding fuel to the fire, a Texas grand jury recently declined to indict Agent Stevens, effectively clearing him of criminal charges despite the video evidence. Martinez's passenger, who tragically died in a separate car crash last month, had given a sworn statement that Martinez merely panicked because he had been drinking and that the car was crawling at a near-stop.

This weekend's video release has ignited fierce protests online, with lawmakers and citizens alike demanding an immediate congressional investigation into what they are calling a blatant "8-month cover-up" by federal authorities.
